Smart cities are often discussed through efficiency, but the deeper issue is governance. When data becomes the central infrastructure of urban life, questions of access, privacy, and power become just as important as convenience or speed.
The term datocracy captures that tension. It points to a future where information can guide better public decisions, but can also concentrate influence in ways that remain invisible to the people most affected by it.
Any meaningful conversation about urban innovation has to include ethics alongside technology. Otherwise, the promise of smarter cities risks becoming a system that is optimized, but not necessarily humane.
